Implications for Decentralized AI and the Coming Wave of Regulation
Genesis doesn’t directly target decentralized AI; it only clarifies where the government intends to concentrate its efforts regarding controlled scientific domains tied to national security.
Where things get more complicated is regulation. Genesis doesn’t prevent new national AI rules from emerging. In fact, history suggests the opposite. Whenever a technology becomes strategically important, federal oversight eventually follows. We saw this happen with the energy, telecom, and cybersecurity sectors. AI is already in that category, and lawmakers are signaling increased interest with dozens of bills introduced across Congress and individual states. A federal framework to pre-empt fragmented state laws is already being debated.
